There should be a dashpot inbetween the ITBs underneath. It is pretty common for people to forget to hook this up and it will hold the throttles open a little bit without vacuum to close it all the way. You definitely don't want to tamper with the AFM. I have no first hand experience. But all the research I have done tells me that the ST rods are a little bit more resilient. I have seen 5 to 7 lbs is safe. No idea on the ecu.
