To add closure to this one, thanks to Jondee86 and his link to the fuel pump wiring I was able to diagnose my my Tweak'd harness. It ended up being the relays being wired incorrectly. I switched the terminal positions and now it runs like a champ!

The wire clips that bolt down in the middle of the valve cover? I have them.
