You may want to rethink the cop, the coils will not have time to regain full charge being batch fired constantly. Also due to valve timing on a 20v you can create excess egt's by semi igniting the reversion into the cylinder. A dizzy relocation or a standalone capable of running sequential cop would...

You will not pass a legitimate smog test with itb's. You wiil fail the visual as they are not original and have no egr capabilities.

The speed sensor pulse is the same between AE86/AW11 and 20v

The sensor is part of the cluster. You need to hook up the vss wire directly to the cluster if you have an sr5, if you have a gts the wire would be at the original ecu connectors. But since your actual speedo isn't working I would check the speedo cable first.

It will be hard to find a quality axle shaft for that width axle. When you shorten the axle you take away the "twist" that helps the shaft absorb shock. You may want to look into a Toyota 7.5 housing as there are plenty of shops that sell custom parts for it.
