If you want to get the most out of the motor you need to build the motor with your ultimate goal in mind. If you are actually trying to make power I can help you with parts that will gain you a lot more power than ITBs ever will.

The tension spec along with most other specs will be in the FSM. If you go with a mechanical tensioner then use a spec from the FSM of the mechanical tensioner.

Since you are not running stock cams or pistons we really can't be of any help. As allencr said the proper way to do this is to mock it up and check. If there were gains to be had from easy little tweaks Toyota would have done it. You might get tiny gains from fine tuning fuel and timing but again you would really need a wideband to do fuel properly and OEM ignition timing is going to be damn close to perfect for the stock motor.
