20v: starting problems

hello, I have a 1986 toyota celica gts with a silvertop 4age 20v with a dr.tweak self-contained harness and i tried starting it today and the only way it could start was if i held the afm open and bridged the fuel pump it ran good after that though apart from that my tach doesn't work and i wired it from the dr.tweak harness to my "tach" in my interior connector.

I also hear a vacuum leak near the isc. so I think that's what causing it not to start so im going to replace the hose. Is there any usdm one that i can use?
edit: i got that fixed and its still not starting. my check engine light isn't coming on either and i have it hooked up to my pin 13 in my 22 pin interior connector
