Go back to the DMV and ask to turn in a "declaration of facts". The idea is to inform the DMV that the car was never operated on a public highway while the car was sitting in your driveway and therefore no DMV fees should be due. You could bring in supporting documentation like the mileage from the last smog test the car had done and a current picture of the mileage on the odometer. Build your case, it is stupid that cars are being parted out just because of back registration.
