can we moderators create a new subforum under a forum?

was looking to create a DIY section under each chassis code main forum. also how can we sticky threads? would like to sticky all the threads in the DIY forum.

also wanted to disallow standard users to create new threads in this subforum, but us moderators can move good DIY threads into this subforum.

From what I research. A mod is still a mod. I pretty sure Admin level only and also Admins gives permission to do what in forums. But it it a good idea.
I was wondering as well. But it is better to directly contact Moto or Koji as I'm not sure if they do see this
