What is This Piece of Paper? JDM OEM Front Bumper Related

This piece of paper came with my new JDM OEM front kouki bumper skin. My Japanese isn't up to par, but I was wondering what this is for. It appears that it's instructing me to cut something out and place on the bumper. I'm not sure. I appreciate any insight or help with this. Thank you in advance.

looks like an overlay for the rear bumper so you know where to drill holes for a j blood splitter?

Since it came with an oem bumper I'm guessing holes for mudflaps?

Its a template for the rear bumper to drill holes for wheel arch molding (fender trim) mounting points
