I think that the owner is missing the bigger picture.
Remove the whole engine.
It'll get him laid.

That's an "Air Filter Suction Assembly". It's for the Manifold Air Injection System. Yes, you can remove it, but beware that the tube will spit out hot air, so crimp or otherwise seal it when you remove the filter.
