when I turn on the fan, and press the a/c button, the fan blows but the a/c compressor clutch is not engaging. I checked the fuse and it is ok. When I hotwire directly to the compressor, it runs but the vvis(idle up) wont engage, no signal. Any idea would be appreciated

Is your system charged with enough refrigerent? There is a low pressure switch that I believe doesn't allow the clutch to engage if the pressure is too low. Check the wiring diagram.
