The part circled in red - what exactly is it supposed to do? Seems to have something to do with slowing the retraction of the seat belt when you close the door? Kind of annoying since the seat belts hardly retracts by itself. Anyone?

Once depressed, with the door closed, it allows it to lock when yanked on. As is stopping short or an accident, the the belt holds you in place. When the doors open, you can yank on the belt and it wont lock up.

That doesnt cover cleaning the inside stuff, which helps it retract. I have something somewhere about that...

Oh nice, I knew I read that before, but I didn't know it was in your old build thread. Did you notice a big difference with the belt retracting after?

If your seatbelts are slow to retract, try spraying the inside of the
belt with a dry silicone aerosol. Spray the length of belt that slides
over/thru the top hanger on the door pillar. The spray is non-marking
so it won't get on your clothes. Worked for me

Ironing the belt while it's out might also help.
Somebody in another thread had a good idea of putting some type of teflon/ptfe tape on the surface of the hanger that the belt passes over, but I haven't been able to find anything for a reasonable price to try.
