Before I get the DOHC swap psots, I would like to state that the car does have a new cat, O2, Rebuilt carb and passes all of the tests except for the 15mph test. 25 mph is cool, it has all of its equipment in place. It just leaves me in a pickle. Any suggestions? I would like to just get it passed(pm me for that) but any other ideas? Maybe lean out the carb? I haven't done anything, since I am still relatively new to carbs.

Make sure your timing is correct, replace your spark plugs with new ("hotter") ones, fill it up with premium, put in a can of Seafoam, and take it on a nice (probably highway) drive before bringing it to smog

I believe my car failed the 15 mph test but passed the 25 mph one the first time; the 2nd time it did fine
