I need help attending to this rust near the driver side interior wheel wall. My friends suggest cutting it off and weldong a new plate on. I'm all for it, but it's behind a plate that is spot welded.
If anyone has any tips, suggestions, or could link me to some aid: that would be very helpful.

There is a guy out there that no one knows about...he has a channel on youtube called ae86 sr5 to gts conversion with over 50 episodes and he made a few videos that address rust repair and this one in particular focuses on that exact same area that you are having issues with.
