On the climate control, the blue cable that controls heat, does anyone know of an alternative on how to fix this or replace this? I did some research and saw this youtube video, but didnt know if anyone here would have a way to fix this or have an alternate part number that works.
The 4Runner part numbers are 55907-35020 and 55907-35030.

If I remember correctly there are cables from similar year 4 runners and a few other toyotas that will work. Been a while though.
So long as the ends match and they're reasonably close in length it should be fine.
Junkyard trip kind of thing where you just take the old part with you and check any toyota with a slide control climate panel.
For cleaning I would likely try something like shrink wrapping or taping the nozzle of a wd-40 or other non corrosive lube to it and flush the cable. Once it starts to loosen just wiggle it back and forth gently. Done similar with throttle cables and followed up with lithium grease or even bike chain lube.

In terms of mounting clips, brackets, and cable ends I figure by now just about everyone knows someone with a 3d printer... Awesome for little bits like that. Would be epic if someone were to catalogue files on some hard to get pieces that always break, but we're basically waiting for a hobby overlap and just the right obsessive person.
