Rusty fuel lines... options?

I went to change my fuel filter and found that the bottom inbound line has rusted to the fuel filter.
I have tried numerous methods to try and break up the rust and loosen the fitting, but the metal line begins to twist before I can apply enough torque to loosen the fitting.

Any other options? Does that line go all the way to the fuel tank? Or can I just replace part of the line?

The fuel line goes almost all the way to the fuel tank. A soft line connects the hard line to the sending unit/tank.
I had a similar problem when I replaced my fuel filter. I ended up cutting the fuel line a few inches back from the filter at a straight part (using a tubing cutting tool). I went to a junkyard and grabbed a flarenut from a newer Toyota(they all use pretty much the same fuel filter). I put the new flarenut on the hard line and reflared the line. Tip: lubricate everything (tubing and flaring wedge face)when flaring (I think I used brake fluid) and make sure the hard line is cut at a 90° angle for the best quality flare.

You probably already tried this but just in case... here's a tip to get more leverage since the whole fuel filter assembly flexes really bad when trying to loosen that fitting. Anyway:

Remove the rubber bushings on the bracket and find some appropriately sized washers to place between the bolts and bracket (big enough to provide good clamping surface area). Hard mount the fuel filter to the strut tower. Find an appropriately sized pry bar/breaker bar and place it horizontally - in relation to the ground - between the upper half of the fuel filter and the strut tower so it's a tight fit. Then try loosening the fitting.

I didn't have rust but mine was insanely tight. I couldn't get the fitting loose before trying this because the fuel filter, bracket and hard line were flexing way to much.

I have tried tried tightening the filter bracket so it doesn't move, and I've also tried turning the filter itself... what I really need is an impact flare wrench. :P
The top bolt was also kind of stuck, but my impact took it right off, ah well.

I think the fuel lines are 8mm... correct me if I'm wrong about that.
