Check out 3M or other brand names. The off-brand stuff turns purple or bubbles up from heat & UV after a couple of years. You can probably put on whatever tint you want on a rear side window legally. There are tints that look clear--but stop all UV. Gonna cost you more than the stuff at the k-mart, sure. And there are tints like 3M Solarshield that are actually thin Lexan, which make your glass shatter-resistant, so someone can't punch through the glass without pushing out the whole sheet. The good stuff costs money, and for the small piece you need? You probably can't buy it anyplace except from a window tint shop, who won't charge a lot to install it.
So maybe, the best solution is to take the glass to a tint shop that sells brand name stuff, and just have them apply the tint to the glass, then install the glass yourself. Installation isn't hard but wtf, they won't charge much to do it, and if you don't get it perfect, you can easily spend more on buying another piece of tint material.
Decals will need to be removed and replaced, unless you want them sandwiched in there "forever". Decals on tint, can also ruin the tint if you try to remove them later. Better to use a little tape around the edges. And stuff like parking decals can be hard to read through tint.
