That's the ISCV (idle speed control valve). It is a PWM solenoid valve and
makes a sound like a tiny steam engine when it is operating. Problem will
be that the valve is designed to work in the moulded airbox, and it is pretty
much impossible to get it to work (connect an air hose to it) when you take
it out of the box.
The solution I found was locating the exact same valve from some random
Toyota in a junk yard. The difference was that the valve mounted externally
on the back end of the intake plenum, and it had air-in and air-out spigots
so that you could connect hoses to it. Mount one of them somewhere (plugs
into the same plug on the loom) and just connect it with hoses between the
intake duct and the inlet manifold. You can see the small hose that leads
from the airbox to the manifold in your pic.
